The following is an unofficial translation of the Peru People’s Movement (Movimiento Peru Popular, MPP) “Long Live the 41st Anniversary of the People’s War in Peru!” piece published on May 17, 2021.

Long Live the 41st Anniversary of the People’s War in Peru!

The Peru People’s Movement, the organism created for party work abroad, expresses its full, complete and conscious subjection to Chairman Gonzalo, leader of the Party and the revolution, follower of Marx, Lenin and Chairman Mao Zedong, center of party unity and guarantee of triumph that leads us to communism, leader of the world proletarian revolution; to our all powerful ideology, all powerful because it is true, Marxism-Leninism-Maoism, Gonzalo Thought; to our heroic combatant, the Communist Party of Peru and its entire system of leadership, which has been leading the task of the General Reorganization of the Party; to all Party events and documents, to the First Congress, which has given us the Base of Party Unity (BUP) with its three elements: Marxism-Leninism-Maoism, Gonzalo Thought, the Program and the General Political Line with its center the Military Line, to the III Plenary of the Central Committee, historical and transcendental that approved the plans of victory and to the Speech of our leadership, Chairman Gonzalo, of September 24, 1992, who calls us to continue with our tasks for who we are, communists in formation.

We salute the international proletariat, the peoples and the oppressed nations of the world and in the same way we fervently salute the proletariat and the Peruvian people, the heroic people, whose inexhaustible creative force, that in the terrain of class struggle, gives impulse to their fierce combat against the sinister plans that this outdated landlord-bureaucratic State has been developing, today with its “second round” of its electoral farce for the replacement of reactionary authorities and its “new constitution” for a new restructuring of the State, necessary for imperialism and reaction. All within the reactionary plan of the “Bicentennial.” We salute the communist parties and revolutionary organizations that, come hell or high water are fulfilling the historical task of reunifying the International Communist Movement (ICM) struggling for the realization of the Unified International Communist Conference and to give live to the New International Organization of the Proletariat.

On May 17, 1980, the PCP under the Great Leadership of Chairman Gonzalo Initiated the Armed Struggle (ILA 80, Inicio de la Lucha Armada 1980), since then developing the people’s war, which has never stopped, despite the difficult and complex situation it has traversed with the arrest of the leadership, Chairman Gonzalo, and the betrayal of the revisionists, both because of the rats of the revisionist and capitulationist Right Opportunist Line (ROL), of the so-called “letters and peace talks put together in the prisons with the help of the Yankee CIA-Peruvian reaction, as well as the rats of the VRAEM headed by José. The People’s War has not stopped nor can it ever be stopped because the life of the party that leads it cannot and will never stop until we enter communism.

The People’s War is a revolutionary war, a just war, which can only be led by a Communist Party; it leads it because the masses make it, the Party is the light that tears the shadows, the masses are the force, the life that transforms and changes everything generating the dawn forever. The masses without a Party stumble and grope, incessant in combat, that is, shedding their blood because they has never stopped doing so, as shown by the long and heroic struggle of the people of Palestine occupied by Zionist colonialism, which despite lacking the leadership of the communist party persists shedding their precious blood in abundance, because that’s the way the masses are; but without a Party, all that struggle of the masses, the people and the glorious international proletariat, without that axis, which leads, which guides, nothing will be done, because if the masses have the strength, the party has the course, it is the axis. The Party is the one who arms the people, arms their minds and produces their inexhaustible combatant branch. The party with people’s war carries out the new democratic revolution as part of the world proletarian revolution [sic. revolución proletaria en el globo].

That is the path of people’s war, which the PCP led by Chairman Gonzalo, is solemnly committed to develop until we enter communism, without ever laying down arms: “We wanted, want and will want the people’s war; no one will get us out of there, with it commenced the seizure of power. This is how it has to be, more time, less time, and time has already begun to tick for this conquest, it seems that it, has not but if we go in depth, it is so; but the People’s War will continue to accompany us, because with it we will defend the New State and with it we will ignite the parts of the world that are still shackled and we will not stop until we see, partisan speaking, that the iron legions converge in a red sea, armed, that ripple on the Earth, makes it tremble and stirs it and turns it upside down. It must be so.” This is the promise of the Chairman and the communists before the First Congress and it is fulfilled, because there is nothing impossible for the Party.

The MPP, voices its greetings to the party leaders, cadres, militants, combatants and heroic masses close to the party, who developing the class struggle and the two-line struggle, struggle for the General Reorganization of the Party and the People’s War in Peru irreconcilably and inseparably combating imperialism, reaction and revisionism.

We reaffirm ourselves in what is established by the Declaration of the 18 Maoist Parties and Organizations on May 1, 2021, on the international situation:

“The prevailing social order, the imperialist world system which develops amidst collusion and strife, and as part of it, US imperialism, the common enemy of the peoples of the whole world, is outdated and rotten to the core, it is sustained by the bloody bayonets of mercenary armies which will be powerless before us, the oppressed and exploited, when we organize our common power under the leadership of the proletarian vanguards, the Communist Parties, and rise up all over the world with arms in hand, destroying the old and building the new. Anyone who takes a look at the world today will see that we are facing a situation where the world proletarian revolution is the only way out, the only road for humanity and that the development of the objective and subjective conditions in the world are favorable for revolution; in this situation, it is up to us to break through with new People’s Wars into the new period of revolutions that the world has entered. (…) The increase of exploitation and oppression, hunger and misery, repression and genocide leads to the necessity to struggle because oppression generates resistance, the masses cannot go on living under the present conditions, therefore they rise up to fight everywhere. Imperialism has increased the exploitation of the world during the last three decades, trying to escape from the general and ultimate crisis that is besetting it, pushing for the further accumulation of capital, so it is provoking a great explosiveness of the masses that is going to explode everywhere. The explosions we have seen in the last two years are only a promulgation: with the advance in the reconstitutions of the Communist Parties they are announcing that the world is entering a new period of revolutions.

The masses have increased their activity as never before, despite all the measures of social isolation to stifle them. It is up to the communists to lead them to the revolutionary way out, because the masses are the arena of struggle between revolution and counter-revolution. (…) The masses all over the world are crying for revolution. It is up to the communists to organise and lead them so that they express their full transformative capacity and so that there will be no force in the world capable of containing them.”

The uprisings of the masses in Colombia confirm what was expressed in the Declaration of May 1 regarding the clamor of the masses for the revolution and for the leadership of the communist party. We express our greetings and solidarity to the proletariat and the masses of the people of Colombia who fight for the defense of their rights, freedoms, conquests and benefits achieved in a hard battle against the exploiters and their repressive apparatus the old State, organized violence of the big bourgeoisie and landowners at the service of imperialism, mainly Yankee, who are clamoring out for the leadership of the Communist Party of Colombia (CPC) to rise up in a powerful revolution of a new democracy to sweep the old society and the Old State with people’s war, that sustains it following the path of encircling the cities from the countryside to culminate the democratic revolution with the seizure of power and pass immediately and uninterruptedly to socialism to continue with proletarian cultural revolutions until reaching the golden communism. We salute the communists of the red fraction who amidst the class struggle of the masses and the two-line struggle to advance by leaps and bounds in the task of reconstituting the CPC, taking advantage of the unbeatable conditions offered by the heroic struggle of the masses.

Our internationalist solidarity with the revolutionary peasant movement of Brazil, especially with that of the western Amazon and very particularly with Rondônia, which faces the armed counterrevolutionary campaign of the old Brazilian landlord-bureaucratic state at the service of imperialism, mainly Yankee, of the defacto military government, ultra-reactionary government headed by Bolsonaro; campaign carried out jointly with the force of the landowners with their gunmen and armed retinue and of the state governor and his Minister of the Interior. We are an active part of the international campaign of solidarity with the revolutionary peasant movement and we support all the actions that are being carried out, because as the May 1 Declaration states:

“The struggle against semi-feudalism is also developing powerfully in the Latin American countries, the conquest and defense of the land against the great dispossession is the order of the day and in countries like Ecuador and Brazil the armed peasant, armed with a proletarian mind, are systematically working towards a great leap towards the realisation of the democratic revolution. The immense struggle of the peasants in India has shaken the country and unmasked before the eyes of the whole world the plans of the old landlord-bureaucratic state to promote bureaucratic capitalism through the ruin of millions of peasants in order to further concentrate the land in the hands of the biggest landlords and thus increase semi-feudal exploitation. The importance of the struggle of the peasants, who are the most numerous class in the world, is increasing more and more because of the dispossession of the peasants’ lands, of the ancestral communities, of these territories for the big mining, energy, touristic, etc. projects of imperialism, the big bourgeoisie and landowners; dispossession of the peasants’ land and of the territory of the minorities.”

The international context is marked by the greatest world crisis, as an expression of the general and ultimate crisis of imperialism. For the redoubled inter-imperialist collusion and contention and wars of imperialist aggression against the oppressed nations, on the one hand, and for the development of the revolutionary situation and development of the subjective conditions for the revolution, with wars of national liberation and people’s wars as in Peru, India, the Philippines, and Turkey, and on the other hand the great explosiveness of the masses shows that we are in a new period of revolutions. It is in this context that the development of the situation in our country is framed.

The situation in Peru is one of the greatest crisis, in all aspects, of the outdated semi-colonial, semi-feudal society where a bureaucratic capitalism is developing at the service of imperialism, mainly Yankee. It is a general and final crisis of bureaucratic capitalism and of the State that represents and defends it and, therefore, is swept away by the people’s war. It is this aggravated and collapsing crisis of the old society that determines the development of the current political situation. A situation marked by the general elections for the replacement of authorities of the old and rotten Peruvian State, which for that reason acquired once again crucial character for the reaction; especially after the failure of the first round in April 2021 to elect the President and elect the representatives to the reactionary parliament. On April 11, the “parties” and candidates had garnered the rejection of the vast majority of the Peruvian people, neither the so-called winner of the first round, Rondero Castillo, nor Keiko Fujimori, the second, had achieved anything more than 10% of the electoral roll. The congressional lists and candidates are not even close to those ridiculous results, it will be a parliament in which each winning list and parliamentarian has been rejected by the vast majority of them summoned to elect them. In other words, the reaction has failed in its objective of “legitimizing” the new representatives in the executive or in the reactionary parliament through the votes of the “citizen majority.” By the same fraudulent procedures and rules of its electoral farce, both the candidates for President and for parliamentarians have been rejected by the majority of the votes. The second round will not be able to validate or “legitimize” by the vote whoever has to be designated as the new president and head of the Executive. Well, as the same analyst of the reaction has said in the newspaper La República (Mirko Lauer), in the second round “the intention is to bend the arms of citizenship”, that is, against the rejection expressed in the first round to the representatives, parties and institutions of the old State, forcing the “citizens” to “give their vote” for “the least bad.”

This 2021 elections as it had to be, have been presented and developed as a defense of the outdated existing order and evolution of Peruvian society; and they express greater collusion and reactionary rivalry between the two factions of the big bourgeoisie and between the groups that make each one of them up. 

In all of the previous ones, since the beginning of this century, the collusion and rivalry between these groups of the buyer faction for the leadership of the ongoing regime has been more prominent, which started in 1992 with Fujimori’s so-called “self-coup,” it entered a crisis of survival in the second half of the last decade and that will last to the present. The fascist, genocidal and patronizing regime of this old bureaucratic landowning state. These sharp contradictions also have to be framed in the reactionary plan of the “Bicentennial” and the continuation of the application of the three counterrevolutionary tasks that need to unfold and that in essence have not changed (relaunch bureaucratic capitalism, restructure its state apparatus and definitely annihilate the people’s war) once again we say; keep dreaming, because its realization is a historical and political impossibility.

In this second round, the collusion and rivalry is clearly expressed, on the one hand, between the comprador faction of the big bourgeoisie, headed by the daughter of the fascist, genocidal and country-selling Fujimori, Keiko and her partisan Fuerza Popular (People’s Force) and, on the other, the faction of the bureaucratic bourgeoisie of the big bourgeoisie headed by the Cerrón family-owned party, Perú Libre (Free Peru), “surrogate mother,” whose “figurehead” is an arch-opportunist, the “rondero” Castillo, strikebreaking teacher, a servant of the board (Ministry of Education).

The rondero Castillo (Free Peru), defends the program of the bureaucratic big bourgeoisie, behind him now lines up the Frente Amplio (Broad Front) of the priest Arana and that “New Peru” that is for the old order of the ministry of Nadine, spouse of the genocidal Humala, who has participated in the first round with “Juntos por el Perú (Together for Peru)” (“the surrogate mother” of the genocidal Simons Munarro, ex-prime minister of the genocidal Alán García), but also dragging behind Castillo is the revisionist and capitulationist ROL of the Movement for Amnesty and Fundamental Rights (MOVADEF, Movimiento por Amnistía y Derechos Fundamentales). All of them, promoting the restructuring of the old landlord bureaucratic state to “overcome the general crisis,” saviors from the collapse of the state through their vaunted “constituent assembly” and “new constitution.” How does it benefit the people and the nation? Obviously it does not, or, has there been a time, through the application of these “famous democratic proposals” that the proletariat, the mainly poor peasantry and the people in general has obtained benefits? Never!

Various bureaucrat representatives, of various parties, plus the opportunists and revisionists of all kinds are sowing rotten constitutional illusions, there are also the capitulators of the revisionist and capitulationist ROL with their spawn MOVADEF and the Front of the Peruvian People’s Defense Unit (FUDEPP, Frente de Unidad de Defensa del Pueblo Peruano) and the rats of the VRAE (Valle de los Ríos Apurímac, Ene) of the mercenary “José” and company, the latter are seeking their enlistment through negotiations with so-called “reservists” spokesmen, officers from the army and the Counter-Terrorist Directorate (DIRCOTE, Dirección Contra el Terrorismo) (sacha) for the sake of a supposed “national reconciliation.”

The “democratic proposals” for the “new constitution” and “constituent assembly” seek to place the masses at the tail of the bureaucratic faction in their desire to gain positions in the management and control of this old reactionary state, but these “proposals” also serve the infamous claims of the comprador faction in order to renovate the 1993 constitution, as is the case in Chile where the Pinochet constitution is going to embellished. 

What the the reaction so feared was confirmed and with it the failure to “legitimize” the new reactionary authorities, which was announced as follows:

” Ultimately, what the polls anticipate (and what the votes will most likely confirm) is that there is a contempt from citizenship to the political class of the country. That is to say, an absolute absence of hope in what the leaders of the parties that host it can offer Peruvians in these elections, regardless of their ideological origin or the convictions that they claim to embody. It is no secret that, today, most people perceive those who request their vote as individuals in search of privileges and willing to pull each others’ eyes for a portion of power, and not as people with a vocation for service and a particular vision of the things that they would like to be perceived. The panorama is therefore, in that sense, bleak (Editorial: Contraste de Ideas, diario El Comercio de Lima, 09 de marzo de 2021).”

What this second round consists of is the bending the arms of the citizens this was already expressed in the first round (Mrirko Lauer, in La República)

Taking into account the data of the Results of the  General Elections of April 11, 2021 from the National Office of Electoral Processes, published to date, these results are obtained:

Opportunists and revisionists and other reactionary bureaucrat representatives in the 2021 elections:

The very low voting of the first two candidates stands out, none, neither the rondero Pedro Castillo (National Political Party Free Peru) nor the candidate of the party of the fascist, genocidal and country-selling Fujimori (People’s Force), Keiko Fujimori, even reached 16% of the casted votes; very far, therefore, from the 50% plus one vote that the constitution demands to assume the presidency.

It is also very clear that absenteeism, non-voter turnout has increased notably, reaching 29.781% of eligible voters; that is, the one that reached the highest vote obtained approximately 14% less votes than absenteeism (non-participation) and was below the blank and null ballots that totaled 17.752%. This is the much celebrated triumph of the opportunist strikebreaker Pedro Castillo, crawling behind him is the right opportunist line of the revisionist and capitulationist with its MOVADEF and FUDEPP.

If we put together all the opportunists and revisionists and reactionaries who lift the program of the bureaucratic faction of the big bourgeoisie, these together do not even reach 23%. That is to say, all of these together, in collusion and rivalry, are for the program of the bureaucratic faction in the 2021 General Elections, together they have been crushed by the very amphorae that they adore so much, now together they do not even reach the percentage of non-voters, with great triumph they can cackle. On the other hand, the representatives of the comprador faction have reaped one of their worst electoral failures, Keiko is 7 points below the results she achieved in 2016 and her other two contenders and cronies who follow her in location.

The “rondero” Castillo, who defends the program of the bureaucratic faction of the big bourgeoisie, now appears as the head of this faction due to rigging the system or fraudulent play of his now opponents, like everything in reactionary elections; as the losing candidate of Acción Popular (People’s Action) Lezcano Ancieta (La República newspaper, April 14, 2021) has pointed out in his own way, that Keiko with López and De soto (the trio that makes common cause in these elections) have pushed Castillo up because it is easier to beat him; according to Lezcano himself, they have moved a lot of personnel and resources to push Castillo through social networks, which is why he appeared in the polls shortly before April 11. That is the purpose of parliamentary cretinism, revisionism, opportunism and for the betrayal of the class and the people. Of course, with Lezcano himself (who presented himself located between both factions) and Mendoza, they considered Castillo a miserable opportunist without principles weaker because, as it appeared, he did not think he would be in the second round.

The dispersion of votes and vagueness mark the General Elections in April; the second round is the most sinister farce to manipulate the masses both by the comprador faction and by the bureaucratic faction of the big bourgeoisie to serve the same objective of trying to drag the masses to appoint a new President, “bending the arms of citizens” to present him as “anointed by a majority of votes” (“legitimized”) in response to the rejection of the masses they will resort to instilling fear by calling to vote for the “lesser evil.” They need “legitimized” authorities in the face of their greatest collapse to continue applying their “low intensity war” to seek to annihilate the PCP and the People’s War, to conjure up the general reorganization of the Party in and for the People’s War.

Whoever is appointed in the second round, will not have a majority in parliament the dispersion of seats will develop a more aggravated collusion and rivalry of groups and factions of exploiters. Furthermore, these benches have been elected by percentages of votes well below 10% of the cast votes, which deprives them of claiming the “legitimacy of the citizen vote.” And it will not be benches of parties but of individuals, each of whom represents himself in the vast majority of cases. The contest between the new president of the landlord-bureaucratic state at the service of imperialism, mainly Yankee, and the parliament is therefore programmed in advance and will be resolved by impeachment or by the closing of parliament. In addition, as always, the ghost of the coup patrols and the genocidal armed forces are the arbiter and guarantor of these elections and their results.

In conclusion, everything shows that the Peruvian State has weakened more at its bases and will have to rely more and more on its armed and repressive forces; and it will be more clear to the people that the armed forces are the backbone of the State and that this State is nothing more than organized violence for the maintenance of the slavery of the Peruvian people and that it is only good for being swept away.

Against the general elections apply the boycott; continue to promote the task of the General Reorganization of the Communist Party of Peru, firmly subject to the leadership of Chairman Gonzalo and his all powerful thought, Gonzalo Thought, in and for the people’s war fighting the revisionist and capitulationist ROL to the death whatever face it presents itself with.

The Party guided by Marxism-Leninism-Maoism, Gonzalo Thought guarantees the course of the revolution!

The boycott policy applied according to the current conditions in which we unfold is just and correct in the forging and growth of a massive anti-electoral torrent linked to the development of the people’s war. The voice of order is simple and concrete: Do not vote! And the clear and resolute slogan: Elections, no! People’s war, yes! For the General Reorganization of the Party!
